My house is on a hillside, and the carport is the top level of a building structure (i.e. there is living space below the carport) And there is a short wall around the two sides and back of the carport.

The carport floor is not level, but slopes AWAY from the road, so when it rains,  water collects on the floor to a depth of about 2 or 3 inches at the back of the carport, to a decreasing depth as you move towards the road.  I'm not 100% sure the carport surface is waterproof, so obvious danger to the living structure below!

I need to regrade the carport so that it slopes downwards toward the street.  So I need a thin "wedge" of fill, 5 or 6 inches deep at the back, tapering to 0 inches at the road then resurface the carport so it's waterproof and strong enough that it will support cars, and not compress or distort the fill under it.  And obviously, the fill must be very light because it will be on the roof of an existing structure.

Any ideas for the materials and techniques for this?  Helpful ideas much appreciated!

Even a lightweight concrete would put a major loading on the structure below the roof and you would need to get specialist advice before trying to lchange the slope of the carport. Is there any way you could put a drain or two through the short wall to prevent standing water on the roof?

If you put drainage holes through the wall is there anywhere for it to go..

I'd have thought that putting in some method of draining the water has got to be easier than making it slope the other way.  

Also think there's rules about draining storm water onto the public highway
