I am building a home inside of a steel building. My ceiling joists for bath, laundry and bedroom go north and south. I an needing to know can I run the living kitchen joists east and west and attach them to the bedroom joists on one end? The span is 14'

You haven't given me much detail but you can't attach 14' joists to a joist, it wouldn't have anything like enough strength to hold the weight.

What country are you in? There is no rule in the UK that says all joists must run same direction.

+1 to what Woodsmith said... You can't attach the ends of a load of east/west joists to a single north/south joist as it won't be strong enough. Needs a supporting wall under, or a steel beam or another solution.
