INSULATION

My loft insulation is in a shocking state and needs to be totally replaced.
However, I'm going to floor it so only have 100mm depth to play with. (I know all about the rec.. min depth, but that's not possible here)
Q1. My first question is, of all the products on the market which will give the best u value at 100mm thick.

I'm also going to re-floor the kitchen. It's of a simple suspended timber joist construction, but as it has no insulation and the space is well ventalated the kitchen floor icy clod in winter. I've seen a number of products such as blankets claiming to be suitable for this type of floor but not sure if they are suitable or any good.
Q2. What will work best here?

"Celotex" insulation board, comes in 8 x 4 sheets, cuts with a shart knife and can be fitted between the roof trusses, also idea for fitting between the joist on the ground floor.
