Powdery render

I have just stripped a room of all its plaster which had blown all over the place. The render underneath seems sound although it is a bit powdery on the surface.

What do I need to apply to the render before I get a plaster in ?

Ask your plasterer what he wants done to it, some plasterers have their own methods.

Usually though, dusty surfaces are sealed with pva but this is usually done as the plastering is done, not days before as this just makes the wall a sealed slippery surface.
