The surface of the walls in a flat in a new block

Hi, I've posted this on another advice forum today.... if you've seen it before sorry! Smiley I'm buying a flat in a new block that has no interior work done at all. I'm trying to find out what the walls will need before they are ready for painting. The walls currently are, what I believe to be brick covered with cement (or some substance thickly coating the brickwork). The present finish is quite rough, but the walls are level. Not sure how else to desrcibe it.

I'm not sure whether a full plastering is required (which I would leave to a pro or I will attempt dot and dab plasterboard), a skim (maybe also a pro, or DIY it?), or even something less, perhaps that I could do myself. Basically, cash is tight.
