Painting over silicone seal

Unfortunately silicone seal was used by previous occupier of my house to fill cracks in various places in wood (internal and external), abutting joints wood-plaster (interior and exterior) and pebbledash rendering (exterior)  I find paint peels off, any suggestions?

not easy at all to paint over
some people do know the secret but it never works for me

i believe oil based has a better chance of sticking although i have never had good results
i have had reasonable results by covering with painters mate/ decorators caulk which is overpaintable but its messy and time consumming Angry

I've recently had the same problem - nothing will stick to silicon sealant.
I think I've had some sucess with spraying zinser primer over bits 2 or 3 mil wide - time will tell Undecided
One supposed solution I found on the web was to clean it with 100% isopropyl alcohol - you can buy it a chemist and it has 101 other uses.If you drink it you will go blind and then the silicon problem will have less significance.  :-D
If the IP or zinser does'nt work, you're going to have to remove it completlely back to the original surface - including the very thin film left after you think you've removed it all.
It is a real PITA.

Just had a second thought, I wonder if using a heat gun would work. Although it might make the problem worse if you allow the silcon to spread over the adjoining surfaces.

I have a similar problem on some windows. They were glazed using silicon and on some the excess must have been wipped off immediatly instead of cut or pulled off after drying. Where it was wiped microscopic traces must have been left on the wood as in those places I'm having problems adding a coat of sadolins. It's like painting a wax candle. I can't see or feel anything on the surface and I've tried cleaning with white spirit, meths and sandpaper.

I know this is late but, I did a front room for an old lady some years ago.
The white silicone on the internal joints of the plastic bay window were grubby, so she asked me to paint over it.  

I explained to her that you can't paint over silicone, but if the installers had used acrylic filler (painters mate etc) you could.

"Why don't you put the acrylic on top of the silicone" the old lady said.
Rather sheeepishly, I did.

It worked.
