Problem covering BIN Zissner Shellac..any ideas?

Hi  Smiley

I've covered a large waterstain on my kitchen ceiling using BIN Zinnser Shellac Primer.

To decorate I'm using Crown Silk Emulsion.
First coat went on ok'ish, bit patchy but I put that down to my inexperience.   Smiley

Today, began applying the second coat which started taking off most of the first coat off!!  Smiley

Am I using the right type of paint??

HELP!! Please..

The shellac based sealer you used has similar properties to varnish (probably not the best thing to use for a ceiling but it is done now).
I would try a primer that is suited to working on smooth/glossy surfaces, then emulsion over that when it is properly dry.
