Went and had a look at a job today see pictures below. Whilst I think that condensation is adding to the problem, I think the real problem is being caused by an overflowing gutter. Unfortunately, I did not have a ladder with me so could not take pictures from height, but could see a buildup of leaves. All damp seen is on outside wall.

I will first clear the gutters, leave walls to dry out. My question is, if I treat the fungus with diluted bleach, and then cover with a damp proof paint, would I apply this to the wall as is or should I remove the painted lining paper first, treat the affected areas and then repaper and paint.

All and any advice appreciated.

Is it very shallow or just the photo? Worth a close look to see if it's all ok.
