Paint or clean cills

The window cills (exterior) which are concrete or resin (not sure) have badly flaking paint most of which I have scraped off but they are still untidy.
I toyed with the idea of just take them back to the `stone` but how best to get the paint off, sand blowlamp.sander?
Is this a good option or best just to smooth and repaint, I was trying to reduce the workload for next time I am painting the exterior.
If it is best just to paint what is best type of paint to use for them, I probably wouldnt want a high gloss finish.

It really depends on what they are made of. Personally I'd avoid using a blowlamp or any of the 'wet' paint removers as all you'll succeed in doing is letting the heated paint soak into whatever is underneath. And if it's resin a good chance of igniting it with a blowlamp.  If you must clean it try hiring a sandblaster or getting someone with a sandblaster to do it.  Sanding yourself might do it but you still run the risk of overheating the paint resulting in it 'melting' into the underlying surface.

I'm a little confused.  When you say he shouldn't use a "wet" paint remover, are you talking paint thinner, or something like a power washer.  I had a similar problem when I was working as a Dallas handyman remodeling a church, and we used a power washer (a very powerful one) to remove the paint and once it dried we had no problem repainting it and the paint has since lasted for 15 years (and the church we painted was build in 1893, so it's pretty old materials)  Good Luck!
