Freezing cold heated towel rails

We have recently converted our utility room to a bathroom. (Bungalow) previously no rads in utility and we now have two heated towel rails. Only they aren't heating! Previously were Luke warm but now freezing. It's a camray 5 fired boiler and pumpmaster Titan pressurised cylinder. Anyone give me any clues as to where to start?

Make sure there is adequate pressure in the system and it's off. Then bleed the air from the top's of the towel rails, they are notorious air traps. Top up the system pressure when cold if necessary to 1 bar. Also check that the rad valves are open enough, one may be set for balancing and may need opening a quater turn or so.
