redecorating: RSJ needed for 1st floor maisonette?

We have a first floor maisonette in a Victorian property, we are interested in knocking through from kitchen to living room to make it large and open plan. This wall is brick and 2.9m long, but as it has boarded loft above (storage) does this mean it is load bearing and would need an RSJ?
The job would also include filling in a standard sized doorway.
As the property is leasehold would we need permission from our freeholder?
What permissions (other than perhaps from the freeholder) would we need in order to do this? Do you need planning? Building control/inspector?
Can anyone provide a ball park figure or breakdown would be better, of what this would cost to do including all relevant costs.

Best get someone to take a look to decide if it's load bearing. Impossible to tell at a distance. Would need to check things like the size and span of the joists under the boarded floor.
I believe you would need permission from the freeholder.
You wouldn't need Planning Permission (unless the building is listed). If the wall is load bearing I believe you would also need Building Control Approval but that shouldn't be a problem.
Can't really comment on the cost but if it's not load bearing it shouldn't be a fortune. might even be a DIY project.

Yes
Do you need planning?
Only if your property is listed
Building control
Yes it will need signing off by Building control

Doubt any-one can do this without having seen the job first hand..best get 2/3 quotes from builders.
Also you've posted in the wrong forum, I'll see if the Mods can move it to Building.

A structural surveyor (or decent builder) would tell you if the wall is supporting. What way do the joists run in the loft, compared to the wall?
