Cavity wall insution and wall ties

Hi

The cavity wall ties have been started at DPC level but should have been set 1 or 2 courses lower so the insulation can be installed at that level. Is it possible to correct this at this stage? The 3 course brick foundation wall up to DPC has not yet been built but the blockwork up to DPC and 5 courses above has. If it can't be changed what affect will it have?

Fill gaps with expanding foam? or perhaps drill holes in the insulation and feed the ties through?
