I have recently moved into a new house and I am trying to plumb in my dishwasher. I've connected the water inlet and outlet but no water is entering the dishwasher when I start it. All isolation valves appear turned on but I can't make out what the one in this picture is? Can anyone help please?

thats an isolation valve nissing handle
it is currently in closed position
