Roof water normally goes into the rainwater system, foul water should have its own sewerage piping and you are not allowed to discharge foul water into the rainwater system. That said there are some houses which have a joint system where the roof water goes into the foul water sewerage system, but this looks like a rainwater only pipe to me. You would need to find out where this water went to be 100% certain but I doubt you can use this for foul water.
Work like this is covered under building control and you would need to get building consent from the local council. They are normally very helpful, unlike planning departments and will be able to advise you on what you can and can't do.
As for what you are proposing, at the bottom of a soil stack you normally have a shallow bend, a rest bend, as this prevents solids from collecting at the bottom of the stack and blocking the pipe. I think what you are proposing would cause you a lot of grief on the future.
