What qualifications are needed to rewire old lamps

Hello all,
I have been getting a lot of advice and tips from this site, so thank you.
I am interested in restoring old lights and lamps and wondered if anyone could tell me what qualifications / training would be needed to be able to do this with a view to selling to the general public.
This would involve testing and re wiring where necessary.
I don't want to just cut the plug off and say get it checked, and hope people do not just fit a new plug with potential hazards already present in the system! I would like to know that anything i sell is safe and fit for use.
Any advice would be greatly appreciated.

I'm not an electrician but I suspect you need at least some form of Portable Appliance Testing (PAT) training and the relevant equipment.

Perhaps wait for better reply.

Insurance?
