Yes.  The bath and shower define the zones.

The key is the section title, Section 701 – Locations containing a bath or shower. No mention of basins so no matter where you put a basin it doesn't become a special location unless it falls inside a zone specified by the above, as with everything that isn't a bath or shower really.
