I had an electrician come out to my house over a year ago. He added some circuit breakers for the Garage.
He put in a 15 amp circuit, but in order to run one of the tools I have now, I need a 20 amp circuit (it needs 15 amps by itself).
Is it possible to change it from a 15amp to a 20 amp circuit?

That would depend on the cable size, length, and the installation method (clipped direct, conduit, thermal insulation etc). Unfortunately not possible to give a definitive answer.
