Earthing back-boxes (patresses)

What do the current regs say about earthing these?  Just noticed that my electrician didn't earth the ones in the kitchen when he did the second fix.

If the back box has one fixed lug (all do these  days), then no need to earth the back box.  However, the NICEIC still recommend this is done.

I'm trying to get my head around that.

So if you had a metal back box with plastic faceplate are the faceplate mounting screws earthed? Is there always metal on the back of the faceplate that does this?

There's normally a little brass insert in the screw hole on the faceplate that's earthed, isn't There?

The sockets and FSU here seems to have the brass insert but it not obvious on the light switch..

Light switches don’t as the cable goes directly to the back box.
