I am currently having my apartment renovated. My current skirting boards had horrible gaps between the skirts and floor so my builder suggested nailing 4mm oak veneer boards to the front of my skirts and then placing an L shaped beading on the top of the skirting to finish it off. Problem is my builder has completed the first part of the job but has now walked off the job. I have looked everywhere for anOak  L shaped bead but to no avail, does anyone have any suggestions. The width of the top of the skirt is 3cm so the beading has to be 3cm wide with approx a 1cm

If you Google oak mouldings and add your county you may well find a local supplier who will have something to suit. There is a supplier in eBay who would send them mail order, although they may need a bit of trimming to fit. Otherwise look for a joiners shop who would run up some for you, although this would likely be the most costly option as they would have to set up the machinery specifically for your moulding.

The moulding Scruff linked to is an oak effect MDF and is possibly the wrong way up for what you have in mind as the back face is just MDF.
