I was helping my friend fix her normal supply to her immersion heater. Her emergency supply works and I've checked the heating element which also works. The fused spur the normal supply was fitted to was in a very bad state the fuse itself had burned out to the point the fuse was gone, the inside of the spur had split and had obvious burn marks. I changed the spur for a new one and turned on power (after fixing water issue), and got nothing I checked 240 from supply side and had no reading at all double checked all the breakers on the board and even reset the rcd just incase nothing at all. I believe she has had water damage and that's what blew the spur, could the water have damaged the twin and earth to the main board? Many thanks.

She didn't have anyone come out and isolate it after the water damage? Perhaps it's been disconnected inside the fuse box to prevent it from tripping the RCD.

No she has had no one out and the power as far as I can see has not been isolated is there a way to check the MCB for power to it? Everything looks fine with the boards although these houses were put up in the 60s and judging by the state of the cables and the board the wires haven't been changed since. The electrics are pretty shoddy to be fair. Cables just dangling not tacked in or cable tied and just generally messy. Any ideas?

You can test for volts between the output of the MCB and the neutral bar, but you would need to remove the consumer units cover.

It's not one of these immersion heater circuits were they put a second switch in the kitchen or hallway?  That's not off?

I was reading this and thinking E7 off peak meter.

The emergencyy supply would be top heater and perhaps another heater at the bottom somewhere that isn't working.

Thanks fellas she has contacted her landlord he is going to get a sparky out to her. I couldn't see any additional switches, but they may be hiding somewhere?
