Hey Yozman

Double Insulated meter tails can be bought im any length from an electrical wholesaler, it is likely you will need a fuse switch because of the distance of the cable yes, but not entirely sure about that one.

How much work is to be done, is the electrican to put in new tails and an isolating switch or a new consumer unit aswel?

Many DNO's (lecky board) will allow any length tails now, but there are still a few that will only allow a spec distance.

BUT

This distance is usually 3m.  (many houses have a meter box outside, and the CU high up on the wall inside).  The tails from your CU to the meter are YOUR responsibility, if the isolator is theirs, the tails from the meter to the isolator are THEIRS, and the tails from the isolator to the CU are YOURS.

I suspect the 1m rule they have stipulated is the max distance they will run to the isolator(which is usually with in the meter box).

You should ask your DNO what their max length of tails is, and you could install these from your CU to their meter.

Some Electricty boards don't like long tails, hence the rule, but since privatisation they don't seem to give a ferk.

You'll need a 100A DP switch between the service cut-out and the meter. If you are with Powergen, they'll do this for free. Meter tails (25mm) are around a quid plus vat per metre.

I'm in Derbys, but Rotheram's a bit of a long run to do just to tighten up four big screws!
