Has it never worked properly? If so, it may be wired up incorrectly.
Otherwise, the actuator may have jammed or the actuator motor is burnt out. Try operating it manually. If that works, it’s probably a burnt out motor, which is normally easy to replace.
Download the data sheet from the manufacturers; that should help you to sort out what’s wrong and fix it.
Most actuators work by a motor turning the actuator on against a spring. When the motor is no longer energised, the spring turns the actuator off. Sunvic make a range that need a two way thermostat, one way to turn on and the other to turn off. These are expensive but the motor does not have to run to keep the valve open.
