Vinyl floor tiles

Existing situation: smooth concrete floor with cheap self-adhesive vinyl tiles.  Quite a few of the tiles are coming 'un-stuck'.  (Room is not routinely heated, so the concrete is frequently very cold, if this is relevant).

What is the best approach to replace the existing tiles with vinyl tiles that will remain in place ?

-- removing the existing tiles and replacing them with more expensive self-adhesive tiles

-- removing the existing tiles and replacing them with vinyl tiles (non self-adhesive) ... can you obtain such nowadays ?

-- glueing down the loose tiles and putting new tiles on top

-- some other approach (but non sheet vinyl !)


Any practical hints/tips appreciated !
