removing painted over wallpaper

Having a bad run of it as wallpaper upstairs has been painted over by I think a gloss paint. Steamer is no use as it just melts the paint and does not remove it. We are using a wallpaper liquid remover mixed in water and scoring the walls but this is only removing tiny pieces at a time. Can we plaster over this paint or is there any suggestions on removing it??

Worked on a job some while ago where this happened, the spread rubbed the gloss paint down to give it a key, and then plastered over it.
It is still going strong now.
