Freezing pipe crack

Was curious about an inside basement pipe and valve that cracked, that was adjacent to new foundation contractor just added on the other side of basement wall. Temp was 12-28 degrees. How does cold air seep thru the basement wall that was closed and should contractor had taken precautions?

Is that 12-28 F or C?

28C would be very warm for a basement so I guess you mean 12-28F which is -11 to -2C. That would freeze it!

If you do mean 12-28C then it seems unlikely it froze. Were they working down there and knocked it?  Does the pipe go through the wall? Perhaps they hit it when digging the other side?
