Building Control trying it on?

Browsing my local building control website I came across this :

Submit a Building Regulation application to the Local Authority:
A. Where an electrician registered with a recognised trade body such as NICEIC, ECA & NAPIT (who need not be registered under a competent persons scheme) tests the work and issues a design, installation and test certificate under BS7671. Building Control will accept the certificate as evidence that the work complies with Part P. Additional inspections by Building Control may also be carried out in conjunction with the acceptance of a certificate (a list of those electricians competent to inspect and test will be available on the internet at labc-services.co.uk).
B. Where the work is carried out by an unregistered electrician or is a DIY installation, the applicant is required to have the work inspected and tested by a registered electrician as in A. above.


The sneaky bit (and which I didn't think they were permitted to stipulate) is in B. I thought that we'd all established that it was down to BC to do any tests they required as part of your fees...or has the Office of the Deputy PM dumped on us again and moved the goalposts?

I always thought it was down to BC to sort out the testing if they wanted it tested  Undecided

Thar's what I (we) all though and with various links o websites to back this up.

So either the rules have changed or MHDC/heref/worcs are trying it on.

Our BCO PDF states that you must notify the BCO, do the work and ensure that the work will be *certified* as complying with BS 7671 2001.

It the goes on to say that easiest way to ensure it is certified is to get an electrician to certify it for you!

This smacks to me of moving goalposts.

I am 100% convinced that when we last visited this question of 'who is responsible for the testing' that the answer was BC.

Yes John Prescott told them in writing that they must stop doing  b) years ago but that hasn't stopped them.

Yes it is but you'd need to know that exact link to find it.  On their website there is a list of Advice Leaflets and that is where the link has been removed from. So anyone new coming along won't be given the link.
