URGENT!!! Hole in the ground

As seen from the photo, I have hole in the garden, how can I fill in this hole? I live on a slope, it mostly consists of sand, and it slips away to the next door neighbour. What is the best way to fix this? And prevent the ground from slipping away?

What's in the bottom of that hole? looks like a cable duct? Does the ground slope away behind the fence? Looks like some movement over a strip about a meter wide.
