Cavity wall insution and wall ties

Hi
The cavity wall ties have been started at DPC level but should have been set 1 or 2 courses lower so the insulation can be installed at that level. Is it possible to correct this at this stage? The 3 course brick foundation wall up to DPC has not yet been built but the blockwork up to DPC and 5 courses above has. If it can't be changed what affect will it have?

Sounds like you could cut a strip of insulation to fit below the bottom row of wall ties if the outer leaf hasn't been built yet. Fill gaps with expanding foam? or perhaps drill holes in the insulation and feed the ties through?
