Can you ID this egg shaped device?

My daughter has moved into a flat and installed in the airing cupboard high on the wall is this "egg shaped" item. It's mains powered and had no markings of makers name on it.  It's about 12 inches tall.  Has two cables and two finer wires that go to the H&C pipes that seem to run off to the shower?

It's powered by the Circuit breaker shown in the lower picture.

We are wondering if it's some sort if temprature controlling device for the H&C water?

But if anyone had seen one or knows what it's purpose is then please advise . Thanks.

It's been suggested that the two wires attaching to the h&c pipes to the shower indicates that it is probably a lime scale inhibitor.
