Wiring Electrical Towel Rail

Hi,

Looking for some advice. I am hoping to fit a heated towel rail into my bathroom. I don't have central heating so this will need to be heated with an electrical element.

I am looking to install this myself. It is a 250W element, and will be located in zone 2 of the bathroom. There will be a blanking socket, and a fused switch on the wall outside of the bathroom.

Essentially i need advice about wiring this into the circuit? Do i need to wire this as a new circuit into the RCD unit or can i wire this as a spur from an existing circuit?

It can be wired as a spur from an existing socket, assuming that socket is not already a spur.  The circuit must be RCD protected.
