One option for rewiring is to DIY as part of a Building Control Notice for other renovation work. Building Control then arrange for the inspection and testing as part of their service for the fee you paid. You then eventually get the whole project signed off by Building Control and get your completion certificate from them and a Part P certificate...or so I thought.

My local Building Control say that they will send round one of their own people to check out the second fix (no testing) and after talking to me and having a looksie they will either say fine and they give me a completion certificate (but no electrical test certificate/whatever).

Is that how it's supposed to work? Thought I needed the electrical installation to be properly measured and tested?  Or am I covered since they have given me the completion certificate?  What about when it comes to sell the house? Would a buyer expect to see a Part P certificate?

No such thing as a Part P certificate.

What you will get is a Building Regulations Compliance Certificate, which, legally, is all you need.

Whilst electricians require proper test equipment and a thorough knowledge and understanding of the regs, a building insector (read ex-chippie) need only glance at an installation to declare it compliant with the reasonable provisions for safety and amenity required by the Building Regulations!  ;D

The Govt amended Part P whereby it did away with the requirements of 'P.2' which called for the issue of electrical paperwork.

So if LABC are doing the inspection,  a completion certificate is all you'll get unless you inspect, test and fill in a cert yourself.

Part P - Introduced to provide meaningless work for the otherwise unemployable.

Thanks guys. He came. He saw. He went. Said that RCDs made his job easier.  So no worries about derating, cable load, etc then!

He did raise one question re downlighters but I'll create another thread for that.

That's a red herring, actually.

P2 was meaningless as the principal means of showing 'reasonable provision' is intended to be that you comply with the requirements of BS 7671, which requires all such paperwork to be issued anyway.

Hmmm, but there isn't a legal requirement to follow BS7671 and it's subsequent requirements - you could install to any recognised standard - even your own - so long as you could demonstrate that you had made 'reasonable provision'.

This one has been thrashed out quite a few times in the past.

Jerry - I don't have a direct link, but if you can find, or have a copy of the initial version of 2005's Part P, and compare this with the current one, you'll see which bits I mean

You got me thinking about what paperwork I'd recieved. So I had a look at Part P...

See 1.17 1.18 and 1.19 on page 11..

It appears to suggest both lots of paperwork are required...

1.18 says a BS 7671 installation certificate should be given to the person ordering the work.

1.19 says competent person scheme member must issue Building Regulations compliance certificates.

1.17 says they are different documents.

I read it differently.  For example it says that a completion certificate issued by the local authority is evidence that compliance with the Building Regs (therefore Part P implied surely?) has been achieved.

Yes that's correct. If BC are involved they can issue a completion certificate and that's all that's needed.

On the other hand it says if a Part P competent person is doing the work without BC being involved it appears they have to issue both. I've no idea why they want both because Part P does appear to say (in 1.8) that a 7671 certificate is evidence of compliance with Part P.

Which is kind of scary, isn't it?  In my case no measurements taken. No checks of any sort. But then maybe he was impressed by my immaculate wiring around the consumer unit ...stop sniggering, Zambesi.
