Anyone know what my legal position is?.....

Back in May the water company installed a watermain diversion (which I had to pay for) but they haven't yet switched the flow over to the new route. I've been told that they can't do that until they test the water in the pipe.

Problem is they have too much work on and we can't get them back on site to finish the job. Four weeks later and today we can't even get them on the phone.

What options do we have? I seems we aren't allowed to contract anyone else to do the work.
