Title: Outdoor tiling

I have a concrete block outbuilding, built by the previous owners of my house. They painted it and the paint has flaked off in many patches.
On holiday recently in Spain my wife saw some concrete buildings that were tiled wither fully or with mosaic patterns and we would like to cover our outbuilding in the same way.
My wife will be doing the work and I would like some advice on what type of adhesive to use for the tiles. Can anyone help please?
I assume that mortar would work, but my wife has never mixed mortar before and I also think that this might be too heavy a material for her. It would be better if she could use some pre-mixed tile adhesive out of a tub. Is there such an adhesive that would work outdoors in the way I have described?

Wonder what they use when tiling around a swimming pool?

I imagine water getting behind the tiles and freezing would be something to guard against.
