I have wooden window frames and stone cills

Between the wood frame and the stone cills there is a type of soft putty (dont know name of) should I replace this:-

1. before or after painting   OR
2. replace with silicone.

Also around some of the windows they have used putty to bed them in, again should I replace this with silicone?

If you're going to use silicone, then paint them first. Otherwise, use an acrylic sealant (which is overpaintable) and then paint.

The "soft putty" is probably the old type of silicone sealant. Replace it.

The "putty" that's bedding-in the windows could either be putty or burnt-sand mastic, depending on the age of the property (it was traditionally used for exactly that purpose). Burnt-sand mastic (also called scotch mastic in some areas) goes rock hard over time, hairline gaps opening up between the frame and brickwork to let in water, so I'd recommend replacing it with silicone or acrylic sealant.

Been a great help.  Just moved into a property built circa 1980 and it has some of the old standards on parts so just trying to use more up to date materials as I carry out some of the work.
