Is it the norm to NOT fix toilet pans to the floor with screws even when the pans have the screw holes in the base?

No.  The pan should be fixed to the floor!

Just take care if you have Under Floor Heating :-)

On concrete floors is was common practice to bed the pan on cement, expecially if theres a risk to pipes etc in the screed
