Opinions on my steels

I got my 2 steels into the attic yesterday and today i am tightening them together.
I am having difficulty getting the toothplate connectors to bind into the wooden truss.
I am using a socket set to tighten the nuts up. Should i be using something else much more heavy duty ?
If this is it for getting the 2 steels to bind together what do you reckon to the idea of welding top connecting plates across the 2 steels. Say at 6 points. Would this be needed ? Or maybe not welding, but screwing down through the steel into the joist bolted into it.
The engineer has specified these TPC as he said they create a 3" loading point as opposed to a 12mm load point which is the rebar thickness.
So if the TPC are not contacting fully then i dont have this 3" load area. I have been told the engineer has over specced this design a lot. Just wanted some other opinions if possible. thanks.
ps. i have uploaded some photos.
