If the ceiling wasn't primed with a thin coat of emulsion then you may find the paint will peel off relatively easily with a paint scraper ( the type that holds a Stanley blade works well as the blade soon dulls rubbing up against plaster) Alternatively if the paint is stuck fast, brush a thin coat of Pollyfilla over the line between the bare plaster and the paint. Once dry use sandpaper on a block to feather the edges to hide the step. It may take a couple of goes but it does work.
