Powdery render (Read 3521 times)

The render underneath seems sound although it is a bit powdery on the surface. What do I need to apply to the render before I get a plaster in ? Thanks. Flip.

Usually though, dusty surfaces are sealed with pva but this is usually done as the plastering is done, not days before as this just makes the wall a sealed slippery surface.
