Baxi 105e combi boiler. Currently only an onboard time clock bringing this boiler on and off. Does wiring in a new room thermostat come under Part P or is a CORGI guy required? If not what make of Stat is most compatible with this make of boiler?

Only part pee if the cable enters a forbidden area - that doesn't mean you can ignore BS 7671 - As you've got a timeclock already a 4360 Honeywell or equiv is what you need.

Some boilers with internal clocks and controls (most combies) require volt free contacts at the stat. This is due to 12v electronics inside the boiler.

Agreed lectrician - You can use 2 wires only to terminals 1 & 3 on a Honeywell - A more modern (but costs more) option is the Danfoss TP5. There are reasons why the Honeywell is not perfect used as a volt free stat but they're bomb proof construction.
