I have had new guttering installed - cast aluminium powder coated. One of the down sections does not correspond with the drain and was left going into the ground. When I pointed this out,  the person who did the work said he was waiting for a "shoe" to bring the down section across to the drain. Now he's fitted a bigger plastic drain cover instead. He says this is a better and more expensive solution. Is what he's done correct procedure?

If it looks ok then yes, if the shoe would look better then No;

Your shout as to which looks  best as both will do the same job.

Begs the question what did it look like before? Was the down pipe further over before?

I can't remember what it had as the property was recently purchased as a holiday home. I do know the original down pipe did go into the drain.
