look up BES and find out how much a new burner is, it cannot be viable to spend 400 quid on an old burner.
For the record there's nothing he can't do on site to test/check other than try and pull the wool over your eyes, and bill a few un-needed bits.
Yes the burner will lockout, if you haven't had it serviced, or you run out of oil, other than that they are reasonably reliable.
