i cleaned out the filter after finding about two-3 inches of water still in dihwasher when opened. i dread to touch pipes going out at back. could they be blocked?

Perhaps but could also be faulty pump.
Ours tries to pump out any water it has in it before starting a new wash cycle. If yours does the same you can test it to see if unblocking the filter cured the problem.
