I have an oil fired central heating system; the boiler and hot water cylinder and control panel are all housed together on the ground floor.I have a full supply of oil. The central heating is working fine. But the  hot water is not. I have tried switching control panel to 'constant' and 'twice' but no difference. The immersion is working and  there is full supply to all hot taps and showers that way - just not via the circulating system

Could be a problem with the stat on the tank or the valve that routes hot water from the boiler to either the Central Heating or the Hot water tank.

Probably the motorized valve, do you know what type it is 2 or 3 port.
