Doesn't really look like a blister to me, more like it has been knocked which has perhaps loosened a previous repair? If you are sure there is no damp just remove all the lose material and fill it with Polyfilla or the like. There appears to be a mark on the wall in the background that looks more like damp, but it's hard to tell from the photograph.
