Always hot radiators.........

Is there a straightforward reason why my radiators are always hot, even when the heating system is turned off at the control panel? It's not always the same radiators that are hot and a radiator in the en-suite is always cold?! The system also makes a gurgling noise even when the control panel says it is not on? The thermostat is set to 16 degrees yet the rads stay on and heat the house to 23 degrees?! Please help.

ANything would be a start  Shocked

Boiler make and model.

What type of system sealed or open vented.

Fully pumped or gravity hot water.

Any Motorized valves and what sort 2 or 3 port.

Is it a combi.

Are there thermostatic radiator valves fitted and where/how many.

Where's the pump.

What controls do you have.
