I am in scotland (no Part P)

I would say yes as long as cct is rcd porotected

Are we all missing the point here or is it me.

This is a straight swap, not a new install.

As far as I was aware the 17th don't apply, but then again I'm not a sparkie.

No idea if the OP is in Scotland or not.

I am 99% certain that it comes under maintenance so yes the plumber can wire it up. BUT in doing so he must the issue you with a minor works certificate and to do that he will need the appropriate test equipment.

I know plumbers that do have the test equipment, indeed I know plumbers that are registered electricians under Part-P as well and I know plumbers that don't have test equipment.
