The best damp test is the simplest.
Tape a foot square of polythene to the floor and leave it for a couple of days. If it mists up you've got a damp floor. If you can leave it for another couple of weeks to see if it's just the screed drying out (notwithstanding the latex) then try again and see if there's any difference. If you can't wait, just lay a moisture barrier (you can get it from any flooring place that sells laminate), top it with a layer of 'underlay' (comes in rolls, also used with laminate) and lay the boards as a floating floor, gluing them together, leaving a good expansion gap around the edge of about 15mm, or to come just within the skirting board.
That's one method, there are about three thousand others! Everyone has their favourite.
