If a builder installs a new extractor fan in a new bathroom, and the vent exits just before the gutter, should than vent exit be capped in some way? My builder has just left two extractor vents uncapped and it just looks wrong!!

They should have a grill over them like this:
It looks it was overlooked to be honest. Quite often, bodgers don't even bring the hose out over the soffit, they leave it in the loft! (Very wrong!).

easily fixed
ask them to fit the ones with a fly screen
