Poor Plastering?

Just had my communal hallway (social housing) re plastered under a government grant. I think the work is awful and it's worse than the previous walls. How many marks out of ten would you award for this plastering?

That's not good, looks like it may have gone off quicker than they expected and they couldn't smooth it off; which can be caused by them not sealing the original plaster properly. The concern I then have is that it may not have adhered to the wall and may start to come off in the future. Can you get in touch with the housing association and get someone round to look at it?
