first you need to talk to the REC (regional electricilty company)
ask them how much it will cost to have a supply put in there, what tests need to be done on the wiring, what earth system it will be, and any special requirements
also you need to check how much the price vaires with the supply size i would get 40A at least but I would get a larger supply if the cost isn't significan'tly different in case you wan't to use anything high power in this garage later
as for actual wiring i would use a small rcd cu running a 32A ring and a 6A lighting cuircuit if you have any incomeing pipes you shuold fit a main earth terminal connect the CU to it with 16mm and connect the pipes to it with 10mm (if it's pme/tnc-s you may need larger sizes than theese if it's tt a sparky with specilalist test equipment will need to install and test a rod)
part P ,ay be an issue but it shouldn't be too much of a problem as you are going to be having major dealings with building control anyway
